I would like to have a device that run's with an AA battery connected to a car battery so it would transfer 2 to 3 ma this being just enough current so your AA battery does not burn up or run down your 12 volt car battery would say 30,000 ohm resistor "a number I am just guessing at" be enough or is there another way of completing this task?

12v - current*ohms = 1.5v

Substitute 14.4v for 12v if the car is running.
