I have a hd40-300 Dish Network TV has a RCA ATC 221 chassis Set will get make a chirping noise as soon as it is plugged in and then stops after 2-3 time I have no LED light on the power button.Now I have seen 3-4 topics with ITC222 but none on ATC 221.I get 168 V to TP020 which is suppose to be 300V and i can't find where i'm losing the 132V at.I replaced a cap cp120 330UF @35V it was bulged and only got 130UF so put the exact replacement cap and no difference any help will be appreciated

Thanks hurdler for the info. i checked the standby regulator and it read fine checked a couple more caps i think it was cp411 and it was reading weird like it is suppose to be 2200uf well it jumped up to 4000uf and dropped down to 2600uf so i thought it just needed discharged so i did and tried it again and it had the same readings so now im going to replace it and see what happens.
