If you have two leds one 25ma at 3.3v and another at 10ma 3.3 volts what is the formula for figuring resistor value as amps X volts gives you around 132 ohms which can't be right?

Ohm's Law: V = IR or I = V/R or R = V/I

You don't state how they're wired... assuming in parallel with source each will need one.

25mA LED would be 132 ohms.
10mA LED would be 330 ohms.
