If one were to build a heating cable out of copper wire how many ohms would one need to power from 120 volt ac so the wire gets warm, but does not burn or melt the insulation?

I would think you would want to control the current, with a fixed resistance based on the amount of heat you wanted... such as 60Watts per x area.
If you want a 60Watt floor heater, you put in 60 Ohms and give it a 1amp power supply.
