I have a 24V511t, T803 sounding when I'ts off but plug in.

I have A 24V511T RCA TV, The T803 transformer makes a sounds when I plug in the TV, the sounds increase in intensity when I turn it on.
Also I measure dc voltage in pin 1 of IC801 and measure 520 vdc, it's suppose to be 162 vdc.
I need some helps, I will apreciate.
