you have a failed vertical circuit. You should try resoldering the chip first like the one here:

Could you please post the model number?

If resoldering the Vertical Output IC didn't help, try replacing it.

If you found it to try resoldering the pins on it, you should be able to find it again (otherwise I'm not wasting any more time on you Rolling Eyes ).
The part number will be on the face of the IC.
