this tv is 13 months old 1 month out of warranty
the set will not turn on either by remote or from the set itself have power thru the power cord
any solution othe than a large repair bill

Yes,

Call Philips Customer Relations and complain in an attempt to acquire a concession from them for repair. Obviously I cannot speak for Philips but concessions are not unusual.
