If anyone has any tips on this model, I would appreciate it. It looks like a power supply issue? perhaps capacitors?

replaced two 1000uF capacitors in the power supply. It still doesn't work.

It has standby power, and the red light is on. When you hit the power button, the red light goes off, and you hear a faint little whine like the power supply is firing up. But then the red light comes back on, and it is in standby again.

hit the button again, and the cycle repeats.

When I hit the power button, the 24V line only comes up to 1.8 volts...

FIXED

It was the 220uF capacitor on the 24VDC output of the power supply. The old one wasn't visibly swollen, and measured the correct ESR. But replacing it solved the problem.

I figured it out by scoping the waveforms on the Oscope. It was pretty easy to spot if you follow the waveforms through the various stages of the circuit board.
