My RCA CTC175 coax input is shorted to ground. TV was working fine then it went snowy. It is connected to dish network on channel 60. Connected cable to another tv and it works fine. measured resistance from coax connector center pin to threaded part and got 0.0 ohms. Are there any common problems that cause this?

You might be reading the coil they have across the input.

Resolder the tuner frame including the inner grounds. Otherwise one of the tuner ICs or RF amps may have gone.

The grounded case has two pins on the bottom side that are not soldered to the case completely could that cause this?

The outer perimeter of the tuner is soldered to ground in many places. It is also the "conductor" that links grounds to foils inside the perimeter, so yes it can cause many different symptoms, including snow.
