SAMSUNG TV CS-29D4GFX, S51A Chassis. FBT: FUH29A001

Original FBT replaced 1 year ago. work ok. but now after set on for 10 minutes, Flyback core to 200V line resistor near it arcing.. then I get ground wire near to FBT core, its also arcing core to ground. not heavy arc. but hear arcing noise bit. if I connect core with ground. no arc anymore.

Is it safe to connect core to ground ??

what is the cause of that arc ??

neon bulb between core to ground glow neon and no arc.
