Is that an off-brand?
Many sets will produce a continuous blue screen, especially when switched to an non-connected input or an input that has something connected but that something is inactive. |

this is not the issue it has a connected source that is known to work but still has a blue screen |

What about sound? On screen graphics/display?
Can inputs be changed? And, if so, does it do the same thing on all inputs? |

no sound or any changes with any input just a blue screen no labels are present from menu or any controls |

Time to take some measurements. Presumes you have a meter and aren't afraid to use it.
Are the voltages normal at P201 of the power supply module? |

You can't have it both ways:
1) tv has a continuous blue screen
2) no, no voltage at plug power supply 210 (hopefully, that's P201?)
NO DC POWER between metal frame and any pin of P201 = Dead Set - No Sound/ No Picture. |
