Hi.
Toshiba Model 40E220U
Serial C47216TR4606K2
November 2012 Build date.

I have included a link to a video of the tv in action, screen flashing.

I have tried all the usual fixes, cable, sources, different locations and so on.
One quirk is if I feed a HDMI signal from my laptop, all is ok??????????????
That I do not understand, any other source (tried many) all have the same outcome, screen flashing.
Has anyone run across this before?
