What draws more current a small transformer like from a cell phone charger wich puts out dc or ac going thru .22 mfd by 250 volt capacitor to a full wave bridge assuming no load on either and both inputs connected to 120 volt ?

I built it on a test board and 120 volt ac going thru .22 mfd X 400 volt capacitor going to full wave bridge appears not to draw any current with no load as a small transformer draws current with no load. All I am trying to power is a led on 120 volt ac. I did add a 5000 ohm resistor to cut down current in case lightning hits the line it might help protect diode, just doesn't burn as bright with resistor as without.
