1) Swap it with a "known-good" (aka = NEW) one?
2) Make sure all pins have the proper voltages / waveforms? |

Thanx JTS1957, is there a way i can test this ic with a digital multimeter (without it being in a circuit). |

Comparative resistance readings.
Measure and record resistance (observe meter polarity) between pins 1 & 2, 1 & 3, etc., then pins 2 & 3, 2 & 4, etc., etc., etc.
Once done, do the same with a "known-good" one and look for MAJOR discrepancies.
Anticipating your next comment (you don't have a "known-good" NEW one) ...
IF you know the functions of each IC pin, you can cheat and measure VCC & GND, VCC & Input, VCC & Output, GND & Output, etc. |
