I have a Westinghouse cw46t6dw tv with horizontal blurred lines. There is probably 100 of them. The tv is still watchable if you watch from far away. This is a 45inch tv. It happens on every input. I hear it can't be the t-con board if it's horizontal lines. I'm hoping its something fixable.

I think that you are correct. The main thing I would try is to remove and reseat all of the ribbon cables on the back.
